New York’s top Department of Homeland Security cop is suing Department of Homeland Security Chief Janet Napolitano in an explosive but heretofore unnoticed federal lawsuit alleging Homeland Security employment discrimination against straight male agents by Napolitano (READ the federal complaint) in favor of her lesbian girlfriend and sexual harassment of male agents by Napolitano’s handpicked Immigration and Customs Enforcement (ICE) Chief of Staff, Suzanne Barr. The lawsuit alleges that Barr demanded a male ICE Special Agent engage in oral sex with her and that she relocated three top male ICE agents’ offices to the men’s bathroom at ICE headquarters. All of the alleged misconduct was the behavior of Barack Obama’s hand-picked people running the Department of Homeland Security, who’ve created a hostile work environment for straight male agents, a story I recently broke on this site.
Many of the key allegations are stories I’ve broken on this site over the years, and the federal civil rights lawsuit gives more details. The 21-page federal federal complaint was filed in late May by New York Special Agent in Charge of Immigration and Customs Enforcement (ICE) James T. Hayes, New York’s top Homeland Security official. He was previously the ICE Director of Detention and Removal Operations, in charge of the deportation of illegal aliens around the country. It’s not every day that a federal official at that level files a lawsuit against the head of his agency.

The lawsuit further elucidates several stories reported on this site about discrimination against straight male Homeland Security officials in favor gay officials, including Napolitano’s girlfriend, Dora Schriro. As I noted, Schriro had zero experience in law enforcement, and yet, she was appointed ICE Policy Director and set the current Obama immigration enforcement policy of not enforcing immigration laws. (Schriro, who made a mess of Arizona’s prisons and empowered violent prisoners against prison guards, is now making a mess of New York’s prisons, a cushy job Napolitano got her so she could be close to a sick relative in New York.)
The suit also contains confirmation of another story I broke on this site, the sexual harassment of male Homeland Security Agents by ICE Chief of Staff Barr, who is known as “Suzy ‘Stripper Pole’ Barr” because Ms. Barr jokes that a building structural support in her office is a stripper pole, and she constantly harasses male agents in the vicinity of the “stripper pole,” including, sources say, dropping items and demanding the agents bend down to pick them up. Barr was brought to the Department of Homeland Security from Arizona by Napolitano and installed as ICE Chief of Staff. She was previously Napolitano’s Chief of Staff in the Arizona Gubernatorial office and has absolutely no law enforcement experience. Agents say that this bimbo, Barr, is the person really running ICE (the Department of Homeland Security’s largest agency), not Obama appointee John Morton, whom Napolitano didn’t want in charge of ICE. The “Fifty Shades of Grey” books ain’t got nothin’ on this pervert-ette. The suit states,

Barr humiliated another male employee by calling that male employee in his hotel room and screaming at him that she wanted ‘his c-ck in the back of [her] throat.

It goes on to say,

Barr covertly took an ICE blackberry [sic] device assigned to a male Special Agent in Charge and set a Blackberry Messenger message to his female supervisor indicating that the male employee had a crush on the female supervisor and fantasized about her. These actions and others . . . were all taken to humiliate and intimidate male employees. . . . Barr promoted and otherwise rewarded those male employees who woulod play along with her sexually charged games including the three male employees whose office she relocated to the men’s bathroom at ICE headquarters.

With regard to Napolitano and her girlfriend Schriro, the suit alleges that Napolitano replaced Hayes with Schriro at meetings and in policy decisions regarding removal of illegal aliens:

Schriro was named as a Special Advisor to Secretary Napolitano on Detention and Removal Operations. . . . Schriro was not as qualified for the position Plaintiff had because of her lack of Federal law enforcement experience. . . . Schriro enjoyed a long standing relationship with the Secretary. Plaintiff believe that he was being replaced in his duties because of this relationship. . . .
Plaintiff was aware that Schriro enjoyed a long standing relationship with Plaintiff’s ultimate supervisor, Secrtary Napolitano, and that Napolitano was promoting Schriro because of this relationship, and not because of any relevant skills, over Plaintiff, who had far more relevant experience in the field.

Hayes’ lawsuit claims that he was repeatedly turned down for and/or jerked around regarding assignments and promotions that he sought within ICE and that this harmed him economically. He also claimed that when he complained about this he was retaliated against. He cites several investigations against him by the ICE Office of Professional Responsibility (OPR) that he claims are trumped up.
I should note that one such investigation involves Hayes’ attendance at a San Diego Padres Major League Baseball game at which Hayes and another ICE official who is apparently his friend, the incredibly sleazy and dishonest John P. Torres (who used ICE funds to get his extra-marital girlfriends jobs for which they were not qualified, etc.), were sitting in box seats. (Torres is now ICE Special Agent in Charge in Washington, DC, because the sleaze and crap at ICE always rises to the top.) Hayes has his share of detractors, and several ICE agents complained to me about this incident, saying that government funds were used so they could fly to San Diego (where they say a convenient, phony “government meeting” was set up as an excuse) and that the box seats were provided to them either free of charge or at a significantly discounted rate, in violation of ICE rules. Hayes alleges in his complaint that he did nothing wrong, that there was legitimate “government business,” and that he was cleared in the OPR investigation.
Regardless of the veracity of either side of that issue, I have heard one thing universally from the many ICE agents and Homeland Security officials who contact me on a regular basis:
That Janet Napolitano and Department of Homeland Security officials running Immigration and Customs Enforcement discriminate against straight male agents (in favor of gay agents) and harass them. And that Suzy Barr constantly sexually harasses male agents in an open, consistent pattern and practice without any negative or disciplinary response from Napolitano or anyone in the Obama administration. (Several agents believe that Obama ICE Chief John Morton is bisexual and that this is part of the reason he allows this behavior and discrimination to continue under his watch. As I’ve noted, the man he appointed to be his deputy, Dan Ragsdale, is openly gay and harasses straight male agents regularly. When John Morton leaves ICE, Ragsdale will be running the show and many agents have questions about their relationship. As I also told you, Morton’s Assistant Deputy is lesbian Beth Gibson, for whom a new, waste-of-money government job was created so she could be near her girlfriend in Colorado, and ICE money was wasted so top officials could attend the girlfriend’s ICE Academy graduation.) All of these Obama officials and their cronies use ICE as their own personal harem, and straight males are the victims.
And this is why so many ICE agents plan to vote for Mitt Romney and cannot wait until the cretinous Obama incompetents running the agency are out. And it’s why, as I’ve repeatedly noted on this site, morale couldn’t get lower at ICE under Obama, and its employees rank it near the bottom of government agencies. The lawsuit’s allegations only confirm that.

A top Homeland Security official accused of sexual discrimination has stepped down from her job after two more employees this week lodged complaints about her 'lewd' behaviour.
Suzanne Barr, the Immigrant and Customs Enforcement chief-of-staff, has 'voluntarily placed herself on leave' while an internal review takes place, it emerged last night.
The two ICE employees have submitted sworn affidavits alleging graphic comments made by Barr and another top official working for Homeland Security boss Janet Napolitano.
Both statements detail incidents said to have taken place in 2009, reports Fox News.
They were given as part of a discrimination lawsuit filed earlier this year by James T Hayes Jr, the head of the New York ICE office.

Barr is also mentioned in that lawsuit, which alleges Napolitano turned the Department of Homeland Security into a female-run 'frat house' where male staffers were routinely humiliated and on the receiving end of 'sexually charged games'.
Barr, who has been the ICE's chief of staff since January 2009, repeatedly targeted men because of their gender and once called a male employee's hotel room to use sexually explicit language, the suit claims.
In one of the new affidavits, an ICE employee claims Barr said to a senior executive, 'You a sexy m*****-f*****'.
It continued: 'She then lolooked at his crotch and asked, "How long is it anyway?" Several employees laughed nervously.'


The other witness statement details a trip to Colombia in late 2009 made by Barr, ICE director John Morton and Ray Parmer, ICE special agent in charge of Homeland Security Investigations in New Orleans.

Barr and Parmer were 'drinking heavily' at the house of the deputy chief of mission for the U.S. embassy, when Parmer allegedly took the BlackBerry of another ICE employee, Peter Vincent, and sent 'lewd messages' to Barr.
The affadavit said: 'During this party, Suzanne Barr approached me and offered to' perform a sex act.

Both witness statements were this week submitted to the defence attorney in the lawsuit Hayes filed against Napolitano.

Barr, who was born in Phoenix, studied at the University of Arizona before working in Washington D.C. for four years as a staff assistant for Sen. John McCain. She went on to receive her J.D. from Arizona State University College of Law.

Before becoming chief of staff, she worked as Napolitano's deputy director and director of legislative affairs, and served as her policy advisor on law enforcement issues.It is unknown whether or not she is married.

In the lawsuit, Hayes claims Napolitano awarded a job to a less-qualified woman, Schriro, with whom she has a 'long-standing relationship', over him.

He alleges Napolitano favoured Schriro, who had worked as director of the Arizona Department of Corrections when Napolitano was governor of the state, for a job due to their relationship.

The lawsuit does not outline the exact nature of the relationship between Napolitano and the woman she brought with her to Washington from Arizona.

It has long been rumoured that 'Big Sis' Napolitano is a lesbian, but in 2002 she publicly denied the claims.

Schriro is a widow; she was married for just ten months in 1991 before her husband, St Louis's director of public safety Gay Carraway, died of cancer. He was 20 years her senior.

She has previously gushed about how much she looks up to Napolitano, naming her as one of her greatest influences - alongside her late husband and grandparents.

'Janet Napolitano is one of the smartest people I’ve ever met,' she told Education Update. 'She's totally capable of having a great time wherever she is and regardless of the workload.'

In the suit Hayes also accuses Barr of repeated 'sexually offensive behaviour' intended to 'humiliate and intimidate male employees'.
On one occasion, Barr called a colleague in his hotel room and screamed using sexually explicit language, telling him she 'wanted his c*** in the back of [her] throat'.
Hayes claims he 'felt that he was being targeted because of his gender' and witnessed Barr repeatedly picking on men.

She 'created a frat-house type atmosphere that is targeted to humiliate and intimidate male employees', according to court papers.

In 2009, she 'removed the entire contents of the offices of three male employees, including nameplates, computers and telephones, to the men’s bathroom at ICE headquarters'.

Once she took a male special agent's work phone and messaged his female supervisor 'indicating that the male employee had a crush on the female supervisor and fantasised about her'.

The suit adds: 'Further, Barr promoted and otherwise rewarded those male employees who play along with her sexually charged games.'

Hayes is seeking relief for $335,000 in damages.

ICE Director of Public Affairs Brian Hale last week dismissed the allegations as 'unfounded'.

In a statement, he said last night: 'ICE has referred these allegations to the DHS Office of Inspector General and the ICE Office of Professional Responsibility for review. Ms Barr has voluntarily placed herself on leave pending the outcome of this review.'

Hey, remember when Nancy Pelosi and a gaggle of Democratic women vowed to eradicate Washington's culture of corruption? Tee-hee. Instead of breaking up the Good Ol' Boys Club, Capitol Hill's leading liberal ladies have established their very own taxpayer-funded Sisterhood of the Plundering Hacks.

This week, the names of two of Department of Homeland Security Secretary Janet Napolitano's gal pals surfaced in a mortifying, Animal House-style scandal. If the allegations of whistleblowers pan out, DHS may soon be known as DSH: The Department of Sexual Harassment.

According to FoxNews.com's Judson Berger, DHS chief of staff for Immigration and Customs Enforcement Suzanne Barr put herself on voluntary leave after details of her lewd behavior were disclosed as part of an ongoing discrimination and retaliation lawsuit. In "newly emerging affidavits," Berger reported, "one of the employees claimed that in October 2009, while in a discussion about Halloween plans, the individual witnessed Barr turn to a senior ICE employee and say: 'You a sexy (expletive deleted).'"

Striking a blow for equal opportunity pervs everywhere, Barr "then looked at his crotch and asked, 'How long is it anyway?' according to the affidavit."

Barr is accused of numerous other acts intended to "humiliate and intimidate male employees." Yet another account from the lawsuit detailed Barr's vulgar text messages to a colleague while on a boozy trip to Colombia. On the same junket, Barr allegedly offered to perform oral sex on another DHS employee. Barr, a lawyer who previously served as Napolitano's director of legislative affairs when the DHS secretary was governor of Arizona, had no law enforcement experience before ascending the federal ranks.

A few months after Barr followed Napolitano to DHS in 2009, another crony tagged along. Dora Schriro, who served as director of Arizona's Department of Corrections under then-Gov. Napolitano, was appointed by her BFF to head the Detention and Removal Operations office despite zero experience in that critical homeland security policy area. The suit claims that Schriro had a "longstanding relationship with (Napolitano)" that resulted in preferential treatment.

A few plum posts here, a few plum posts there. Pretty soon, the sleaze piles up.

But DHS has nothing on the public relations slush fund created by Obamacare—and forked over to Obama on-air surrogate Kiki McLean. The longtime Democratic operative and self-described "true D.C. insider" heads up the global public affairs division at Porter Novelli, which secured a $20 million contract to peddle Obamacare to the public. The firm claims it struck gold after a "competitive bidding process." But members of Congress on both sides of the aisle have called for probes into that and other shady business-as-usual PR contracts. And HHS, headed by Secretary Kathleen Sebelius, is dragging its feet on meeting information requests.

Such obstructionism is nothing new to Sebelius, whose tenure as Kansas governor is still the subject of an ongoing criminal court case against Planned Parenthood and the Sunflower State's health officials. Last year, the plaintiffs discovered that health bureaucrats presided over the "routine" shredding of "documents related to felony charges the abortion giant faces." Sebelius doggedly fought transparency motions in the proceedings for years.

Are Obama's female inspectors general watching out for taxpayers any better than their male counterparts? As the boys in my family like to say: negatory.

Interior Department acting IG Mary Kendall is knee-stocking-deep in a conflict-of-interest scandal, which alleges that she potentially helped White House officials cover up their doctoring of scientific documents that led to the fraudulent, job-killing drilling moratorium of 2010.

Acting Department of Justice IG Cynthia Schnedar, a longtime employee and colleague of now-Attorney General Eric Holder, has an ethics imbroglio all her own. As I reported in June, she worked under Holder in the 1990s and co-filed several legal briefs with him. Schnedar recklessly released secret Fast and Furious audiotapes to the U.S. Attorney's Office in Phoenix before reviewing them. The tapes somehow found their way into the hands of the local ATF office. Both remain targets of congressional probes.

Over on Capitol Hill, Democratic women are too preoccupied with their own nest-feathering and backside-covering to police the Obama administration:

California Democratic Rep. Laura Richardson, a tax dodger and loan defaulter, received a House ethics wrist slap two weeks ago after investigators concluded she had "improperly pressured her congressional staffers to work on her campaign, verbally abused and intimidated them, used taxpayer-funded resources for personal and political activities, and obstructed the investigation," as the Los Angeles Times summed it up.

Fellow California Democratic Rep. Maxine Waters still hasn't faced an ethics trial over her meddling in minority-owned OneUnited Bank. The financial institution, in which her husband had invested, received $12 million in federal TARP bailout money after Waters' office personally intervened and lobbied the Treasury Department in 2008.

Nevada Democratic Rep. Shelley Berkley faces a formal House ethics investigation into charges that she abused her position to benefit her husband's business interests.

And investigative author Peter Schweizer exposed House Democratic leader Nancy Pelosi and her husband's smelly Obamacare insider deals involving the initial public offering of credit-card company Visa.

Out: Drain the swamp. In: Last one in is a rotten egg. Kick off your pumps and 3, 2, 1 ... cannonball!

Immigration and Customs Enforcement chief of staff Suzanne Barr resigned on Sept. 1 after allegations of sexual misconduct from former ICE employees.

Barr has said the allegations are unfounded, but had been on paid leave since August.

New York ICE office chief James Hayes filed a civil suit against Barr in May, alleging he was passed over for promotions by less qualified women and that Barr, chief of staff for ICE director John Morton, fostered a culture of sexual discrimination against male ICE employees. Hayes wants to be reimbursed for $335,000 in moving expenses and lost bonuses he claims he lost when he transferred from ICE’s Washington office to the New York office.

Barr stepped down voluntarily in the wake of the lawsuit and an internal DHS investigation. The suit alleges she helped create “a frat house type atmosphere” that intimidated male employees. DHS has forwarded the suit to its Office of Inspector General and the ICE Office of Professional Responsibility for review.

DHS secretary Janet Napolitano appointed Barr in 2009. Before becoming chief of staff, Barr served as deputy director and director of legislative affairs for Napolitano when Napolitano was governor of Arizona.

Barr reportedly said in her letter of resignation to Morton that the allegations were unfounded and she resigned on Sept. 1 with regret and to avoid distractions for the agency.

ICE Office of Professional Responsibility and the Department of Homeland Security Inspector General has been investigating the allegations.

The leader of the House Homeland Security Committee, Rep. Peter King (R-NY) had been cool to the idea of a congressional inquiry into the accusations, but seemed to warm to it after Barr’s announcement.

"The resignation of Suzanne Barr raises the most serious questions about management practices and personnel policies at the Department of Homeland Security,” said King in a statement on Sept. 1. “The Committee on Homeland Security will continue and intensify its review of all the facts regarding this case and DHS personnel practices across the board
